A WordPress media link is enough to share a public PDF, but it becomes awkward when you need versions, download records, passwords, or access rules. Replacing a file can leave old links scattered across pages. Adding a form before a download introduces another workflow, and restricting a button does not necessarily protect the underlying file URL.
Download Monitor, WordPress Download Manager, and Simple Download Monitor all help publish and track files. Their scope ranges from straightforward download buttons to extensible document libraries and access-controlled distribution. This comparison is based on official sources checked October 13, 2026. We have not measured download throughput, verified protection against bypasses, or tested sales conversions.
Define what a download means for your site
Start with the intended audience. Public resources need stable links and clear presentation. Customer-only files need authorization that is checked during delivery. Lead magnets need a reliable form workflow and a suitable data policy. Paid assets also need orders, taxes, licensing, and support; counting clicks is only a small part of that system.
Keep tracking separate from delivery and access enforcement. A request count is not a count of unique people who read a document. A hidden URL is not automatically a complete authorization boundary. Your file location, web-server rules, CDN caching, and external storage settings affect the result as much as the WordPress button.
Three-plugin comparison
| Plugin | Best fit | Free starting point | Paid boundary and cost |
|---|---|---|---|
| Download Monitor | Downloads expanded into document libraries or form gates | Download management, links, and tracking | Basic one site $69 first year/$138 renewal; form locks in Complete |
| WordPress Download Manager | Broader file distribution with passwords and role rules | Download records, passwords, access controls, logs, and shortcodes | Pro $99/year for one site; higher site tiers and add-ons have separate scopes |
| Simple Download Monitor | Public resources and straightforward download reporting | Buttons, categories, logs, passwords, logged-in restriction, CSV export | Free core; optional add-on prices and renewals not verified in this review |
Download Monitor
Download Monitor gives downloadable resources their own management workflow rather than leaving every file as an anonymous media attachment. The directory describes publishing links and tracking downloads, with extensions for richer buttons, library presentation, access management, and form gates. It is a useful candidate when you expect a simple resource collection to grow into a more structured library.
The free plugin can be a starting point for managed downloads and links. External download URLs are supported, and its FAQ distinguishes tracking behavior from ordinary administrator clicks. File types still depend on WordPress upload permissions and your server’s configuration. Do not assume that installing a download manager automatically permits every executable or oversized archive.
Paid functionality is packaged in tiers. The current pricing page lists Basic at $69 for the introductory year, renewing at $138, for one site. Popular is $129 then $258 for three sites; Complete is $199 then $398 for five. The vendor explicitly states that annual subscriptions renew at the displayed regular price unless canceled.
Popular adds tools such as CSV import/export, notifications, document-library presentation, and supported external storage integrations. Complete adds advanced access management and form-lock integrations including several popular form products. The directory lists extensions broadly, but the tier matrix determines which purchase includes the one you need. A form lock also requires the corresponding form plugin and, where applicable, its own paid entitlement.
That modularity is its main advantage and its budgeting complication. A simple one-site download counter and a gated library connected to several forms are different purchases. Identify the exact extension, tier, and third-party dependency before comparing the entry price with another product’s built-in feature set.
Strength: a path from basic downloads to organized libraries and form-gated workflows. Limitation: meaningful access and lead-capture features are tier-sensitive. Check delivery URLs directly and confirm that the gate protects the resource, not only the page containing its button.
WordPress Download Manager
WordPress Download Manager has a broader file-distribution scope. Its free directory description includes password protection, role-based access decisions, download logs, categories, shortcodes, and controls around file presentation. That makes it worth evaluating when different audiences need different resources, rather than when you only want a public count beside a PDF.
The product also describes server browsing, chunked uploads, document previews, and cloud-storage connectors. These capabilities carry practical dependencies: the web server still controls upload and execution permissions, preview services may transmit documents externally, and cloud storage has its own access and billing settings. A feature named in the product description may require a separate connector or add-on.
For digital sales, the directory points to the Premium Packages add-on and other extensions. Some are free, others are paid, and certain marketplace or individual-file capabilities require the Pro family. Treat commerce as a specific implementation project. A file-manager installation alone does not establish that checkout, recurring access, invoices, and licensing behave as your business expects.
The official plan table lists Pro at $99/year for one site, Business at $299/year for two to five sites, and Developer at $499/year for up to 48. The free tier lists unlimited domains. Separate Full Access and Special Pack offers are also shown; do not add them mentally to a Pro purchase or assume they include an identical license scope without reading their terms.
These are displayed annual prices. The inspected table did not establish a separate promotional renewal rate or a complete recurring-price schedule for every add-on, so confirm the renewal charge and included extensions in the chosen offer. A multi-site allowance is also different from a guarantee that every multisite-network workflow is supported.
Strength: extensive distribution and access features with a substantial free foundation. Limitation: its large ecosystem requires careful dependency and edition mapping. Avoid presenting all directory features as included in one paid plan, and verify direct-file access independently of the visible role-restricted page.
Simple Download Monitor
Simple Download Monitor is focused on publishing files and understanding download activity. Its directory lists shortcode and Gutenberg buttons, categories and tags, thumbnails, a file-tree browser, password protection, and restrictions to logged-in users. It is a practical candidate for a brochure site, public documentation collection, or small resource hub.
The free feature list also includes CSV log export, resetting or trimming logs, optional unique-IP counting, and settings to disable monitoring for selected items. Records can include IP addresses, usernames, browser information, referrers, and timestamps. Decide which information you need, who can see it, and how long it should remain stored before enabling broad logging.
Its documentation distinguishes normal buttons from secure-download and enhanced-file-protection options. Those labels should prompt a delivery review. An external public file URL may remain reachable independently of WordPress, and a CDN can cache responses differently from your access-control expectations. We have not tested these mechanisms or confirmed that they fit every restricted-content use case.
The core plugin is free from WordPress.org. The developer documentation and separate add-on site returned access errors during this research, so current optional add-on pricing, site allowances, and renewal terms could not be verified. We do not invent a paid-plan price or imply that every extension is included free. Consult the current vendor offer if your requirement depends on an add-on.
The directory provides enough evidence for the core workflow: add a download item, choose a file or external URL, publish a button, and inspect logs. It also identifies optional Google reCAPTCHA and Cloudflare Turnstile controls, and Google Charts for administrative statistics. Those services have their own configuration and data considerations.
Strength: a direct free workflow for buttons, categories, and reporting. Limitation: it is not a complete commerce or entitlement system merely because it tracks downloads. If you need customer-specific licenses, complex gates, or paid access periods, verify those requirements separately before choosing it.
Compatibility, storage, and reporting checks
All three directories declared testing through WordPress 7.1.3 on the research date. Download Monitor lists WordPress 6.4/PHP 7.4 minimum, WordPress Download Manager WordPress 5.3, and Simple Download Monitor WordPress 6.0. The latter two API records did not publish a PHP minimum, so verify that with the installed release and your host instead of assuming unrestricted compatibility.
Check large files, timeouts, external URLs, signed delivery, reverse proxies, and logged-out access. Confirm that a download log is counting the intended event and that bot filtering does not conceal legitimate traffic. Keep resource links stable when replacing a file, and make version information clear to readers who already saved an older copy.
If forms control access, our form-plugin comparison helps assess that dependency. Our analytics comparison explains why event counts and audience measurements should not be treated as interchangeable.
Choose by distribution requirements
Choose Download Monitor when extensions and organized library or form workflows match your roadmap. Choose WordPress Download Manager for broader distribution and access controls after mapping its add-ons. Choose Simple Download Monitor for a straightforward free resource-and-reporting workflow. Let delivery, permissions, and recurring dependencies drive the decision rather than the appearance of a download button.
